Whenever you create a book or album in Workspace you are asked to choose a "design method" so that Workspace knows how the pages are to be designed, and by whom. This article explains the options and their advantages:

QUEENSBERRY DESIGN SERVICE
Queensberry offers design and colour correction services for all book and album orders. You and your clients will be able to review, request changes and approve the design with Workspace Album Proofing before confirming the album order. Full details here.
DESIGN IT YOURSELF IN WORKSPACE
You can design your own books and albums with the free Workspace Album Designer, and use Workspace Album Proofing to review them with your customers.
DESIGN USING THIRD PARTY SOFTWARE, AND SEND JPEGS OR PSDS
If you prefer, you can design our Photo Books and Flushmount albums with third-party software such as Fundy, SmartAlbums, AlbumStomp or Adobe's InDesign or Photoshop — in fact any application that allows you to set the page layout dimensions and that creates print-quality JPGs or PSDs that match our specifications. Workspace album proofing is not available, but colour correction is, provided you supply layered PSDs.
